Why there is no measured result
Alaska's Corporations, Business and Professional Licensing entity search was one
of 15 candidates dropped by the compliance gate. Eleven of those 15 were dropped
for the same reason: the site would not serve /robots.txt at all, to either
User-Agent. Those eleven are disproportionately the most defended sites in the
candidate list, which is why every pass rate published in this study is biased
upward, and why the exclusions are
published in full rather than omitted.
